Richard grew up in Red Cloud, Nebraska and settled in Topeka. He was employed as a Police Officer for the City of Topeka serving from 1962 before retiring in 1993.
Richard married Marilyn L. Wilson, the love of his life on April 19, 1974 in Topeka. She preceded him in death on September 14, 2007.
Survivors include his children, Amy (John) Chapman, Virginia, Annette (Randy) Speakman, Tonganoxie, Giselle "GiGi" Harlow, Topeka, stepsons, Charles (Carol) Wilson, Topeka, Douglas Wilson, Topeka, six grandchildren, four step-grandchildren and his brother, Edmond (Sherita) Harlow, Nebraska.
At Richard’s request, private graveside inurnment at a later date. The family will receive friends from 5:30 - 7:30 p.m. Wednesday, November 28, 2018 in the Library at Lexington Park Assisted Living.
In lieu of flowers, memorial contributions may be given to TARC, 2701 SW Randolph Ave., Topeka, Kansas 66611 or to the Cat Association Of Topeka, 1719 SW Gage Blvd., Topeka, Kansas 66604.
Dove Southeast Chapel, 2843 SE Minnesota Ave. is assisting the family.
